Don't pay off power hackers
Hackers may have blackmailed a few cities by threatening to cut off their power supplies. An individual city might be better off giving in to the blackmailers than having its lights temporarily turned off. Of course knowing this hackers have an incentive to engage in power blackmail.
The U.S. as a whole would be better off if it were illegal for any city to pay off blackmailers. With such a law in place blackmailing hackers would be much less likely to target our cities.
