Minimum Wage Increase for Just Blacks

The Democrats want to raise the federal minimum wage from $5.15 to $7.25 an hour.

As a thought experiment imagine that this minimum wage increase would apply just to blacks. Would this help or hurt black people?

Supporters of the minimum wage would have to argue that it would help blacks because they believe that a small increase in the minimum wage doesn't meaningfully change firms' hiring decisions.

Of course, those like me who oppose the minimum wage would argue that this would greatly harm blacks because we believe that firms do respond to a change in the price of labor by hiring much less of the now more expensive labor.
