Drivers Licenses and Illegal Immigrants

From the very pro-immigration CATO blog:

"Identification systems aren’t a good security tool,” Harper told Cybercast News Service. “Driver licensing isn’t a good tool for immigration control. It will just result in illegal immigrants driving without a license."

Doesn't this provide evidence that illegal immigrants are very willing to break laws even after they have illegally crossed the U.S. border?
