How to Increase ROTC at Colleges

This article shows how Harvard has blocked ROTC training on its campus.

It would be easy for the U.S. government to get colleges to increase ROTC participation. The government should condition all financial aid and funding to college on ROTC participation. For example, let's say that the government determines that each college should have a goal of having 5% of students take part in ROTC training. Colleges that fall short of this goal could have all government funding reduced by:

[% of students participating in ROTC] / 5%.

Such financial incentives would motivate colleges to encourage ROTC activities their campuses.
