Payoff Turkey
The Kurds are great friends of the U.S. The Kurdish part of Iraq is peaceful and pro-American
There are a lot of Kurds in Iran who are not well treated by the Iranian government. Since Iran is our enemy the U.S. (according to the Economist Magazine) might be helping the Kurds in Iran achieve some sort of autonomy.
Unfortunately, Turkey has a huge problem with Kurdish separatist groups in its nation. If the U.S. helps the Kurds in Iran become stronger we will harm Turkey. Turkey has been a great ally of the U.S. So what should the U.S. do?
We should payoff Turkey. We should say to them that yes our pro-Kurdish policy will cause you some trouble so to make up for it here is a few billion dollars. This way we could apply tremendous pressure on Iran while signaling to the world that we don't abandon our friends.
