Anti price gouging law would raise gas prices

The U.S. House passed a bill that "would make gasoline price gouging a federal offense."

There is no serious economic definition of price gouging, but let's imagine that price gouging means selling gas for a price much higher then you paid for it. One of the reasons that firms look for oil is for the opportunity to occasionally make high profits. If firms are prohibited from occasionally making these high profits they will find or refine less oil. As a result, the supply of oil will be lower and so the average price of oil will be higher.
