Attacking Iran

The Financial Times reports that Bush "Denies preparing attack against Iran."

If Bush really is preparing to attack Iran then, as Bill Quick points out, it would be completely appropriate for Bush to lie about this and claim he is not.

But if Bush has no intention of attacking Iran then shouldn't he at least pretend that he might. Such a threat could possibly cause Iran to go to slightly more effort to hide their atomic weapons program, and such additional hiding might slow them down a bit.
